The Whitehead Foundation "was established in 1981 by John C. Whitehead, the former managing partner for Goldman Sachs, and Deputy Secretary of State in the Reagan Administration." [1]
In 2004 the Sabre Foundation received a seed grant from the Whitehead Foundation. [2]
Although they dont appear to have a website they have given grants to groups as different as the National Endowment for Democracy [3] and Partners for Democratic Change to the Center for Public Integrity. [4]
