Wilfrid L. Kohl, Ph.D. Research Professor of International Relations and Director of the International Energy and Environment Program.
"Wilfrid Kohl is a former director of SAIS's Bologna Center and associate director of Columbia University's Institute on Western Europe. Kohl has been an international affairs fellow at the Council on Foreign Relations, the Woodrow Wilson International Center for Scholars, and the Brookings Institution. He has been a consultant to the Office of Technology Assessment, a staff member of the National Security Council, and a program officer at the Ford Foundation.
"He is the author of many articles and books including After the Second Oil Crisis: Energy Policies in Europe, America and Japan (1982), International Institutions for Energy Management (1983), Methanol as an Alternative Fuel Choice (1990), and After the Oil Price Collapse: OPEC, the United States and the World Oil Market (1991) .
