Location

The facility is divided into two locations. In 2013-2014, two units were built on the south side and four units were built on the north side. In 2016 and 2017, four more units were being built on the south side, bringing the total number of units on the south side to six. The northern location (with four older units) is 44.8955881, 89.049629, shown here: The map below shows the location of Jimusa'er (Jimsar) County, the approximate location where the plant is being built in Changji Hui Autonomous Prefecture, Xinjiang Uyghur Autonomous Region.

Background on Project

Sichuan Qiya Aluminum Industry Group is building a 10 x 360 MW coal plant at the Xinjiang Qiya Smelter power station. Units 1-5 were completed in 2013-2014. Units 6-10 are under construction.[1][2][3]

Units shut down

In April 2017 the government halted three aluminum projects in Changji, due to a lack of permits. Units 5-10 of East Hope Metals Wucaiwan power station were shut down as a result.[4]

July 2017: Units 7-8 halted by government

In July 2017 China's NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[5]

Xinjiang Qiya Smelter power station Units 7-8 are among the halted coal-burning units,[5] and also appeared on an updated list of halted projects released in September 2017.[6]
