Location
The undated satellite photo below shows the location of the plant in Erlang Town, Xishui County, Zunyi Prefecture. More recent satellite images from Planet show two coal-fired units were already completed by 2017-2018.
Background on Project
CPI is planning to build a four-unit coal-fired power plant with a total planned capacity of 2,640 MW in Guizhou Province. All the electricity Erlang Power Station generates will supply Chongqing City.[1][2][3]
The trial run for unit 1 was completed in October 2015. Unit 2 began operating in December 2015.[4][5][6]
Units 3-4 were permitted for construction in July 2014,[7][8] but construction never began. However, in July 2019 the units were listed as "key projects for clean electricity in Guizhou Province", with a planned operation of 2020.[9] Satellite photos through July 2019 show no signs of construction.
Ownership
In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[10]
