Background on Plant
Shaanxi Yulin Energy Group has proposed a 2 x 1,000 MW coal plant in Dianta Town.[1]
Suspension
In 2016 China's National Energy Administration (NEA) released guidelines for regulating coal power development to crack down on the severe and growing coal power overcapacity crisis. Shaanxi was among the provinces declared a "red light" that should suspend new permitting of coal plants, as well as construction that began in 2016 or later. Construction of units 1-2 of Yanghuopan power station are likely suspended under the guidelines.

Project moves forward despite suspension
Despite the red light policy in Shaanxi, and not appearing to qualify for any exemptions, the project was reported to be undergoing preliminary work in December 2017. It has also been downsized to 2 x 660 MW.[2]
May 2018: Red light lifted
In May 2018 China's NEA changed Shaanxi from a red light province to a green light, suggesting the plant would be allowed to move forward and secure permitting.[3]
