Background on Plant
Yangxi Zhujiang power station is a four-unit coal-fired power plant with a total capacity of 2,520 MW in Guangdong Province. [1]The first two units, totaling 1,200 MW, were completed in 2009. Units 3 & 4, totaling 1,320 MW, were completed in 2013. The plant is owned by Pearl River Investment.[2][3]
Expansion
A pre-feasibilty study for a units 5 and 6 at the power station of 1240 MW each was completed in 2014.[4][5]
In July 2016 it was reported that construction was ongoing on the units since 2014,[6] although the units did not receive a permit authorizing construction until February 2018.[7]
2016: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appear to be on hold or cancelled. The EIA documents were accepted in December 2016,[8] suggesting the sponsor may be trying to move forward with the project despite the restrictions.
July 2017: Units 5-6 halted by government
In July 2017 China's NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[9]
Yangxi Zhujiang power station Units 5-6 are among the halted coal-burning units that are suspended indefinitely,[9] and also appeared on an updated list of halted projects released in September 2017.[10]

2018: Project ongoing
In February 2018 units 5-6 received a permit for construction, although construction had been ongoing since 2014, with the units already near completion.[11]
