Background on Plant

In 2008 China Huaneng's Huaneng Ningxia Energy was planning to build a 2 x 600 MW coal-fired power plant in Majiatan Town of Ningxia Hui Autonomous Region, known as Huaneng Luoshan power station.[1][2][3]

The plant later changed sponsors and names. In 2011 Ningxia Electric Power Group Co. proposed a 2 x 660 MW coal-fired power station in Lingwu, the Yinxing power station. The proposal is near the company's existing Ningdong Maliantai power station.[4][5] In 2015 it was under construction and planned for operation in 2017.[6][7]

2016: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In 2016 China's National Energy Administration issued "scale control" (coal-fired capacity limits) on particular "sending out" locations that feed ultra-high voltage (UHV) long-distance power lines, including Inner Mongolia (Xilingong), Inner Mongolia (Ordos), Shaanxi, Ningxia, and Xinjiang.[8]

Plant commissioned despite restriction

Despite the scale control regulations in the plant's region, Yinxing power station's units 1-2 were commissioned in April 2017.[9][10]
