Zhongxing Penglai power station (中兴电力蓬莱发电项目) is a proposed 2,000-megawatt (MW) coal-fired power plant in Shandong Province, China.

Background on Project

Beijing Ruixing Asset Management has proposed a 2 x 1,000 MW coal plant in Luanjiakou Harbor, Penglai.

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration proposed the suspension through 2020 of over 100 planned and under-construction coal power projects in 13 provinces, including Zhongxing Penglai.

April 2017: Project permitted

The project was permitted for construction by the Shandong Province in April 2017. The permit document states the project is an "energy efficiency demonstration project", making it exempt from central government restrictions on new coal plants in "red light" provinces, which includes Shandong.

In September 2017 a signing ceremony was held for the equipment supply.

The EIA was approved by the Shandong EPA on December 28, 2017.

Construction began in September 2018.
