Allen Leshner, Ph.D. is a former head of the National Institute of Drug Abuse. On June 16, 1998 he delivered testimony to a Congressional panel saying addiction, including nicotine addiction, is now considered to be a chronic, relapsing brain disease, and a treatable medical illness.[1]
