Banswara Thermal Power Station is a proposed 1320 megawatt (MW) plant which is being promoted by Rajasthan RV Utpadan Nigam (RVUN), the government owned utility. The power station is proposed to be built in Phefer village, Banswara district, Rajasthan, India.

Background

RVUN states that the government of Rajasthan approved the project in June 2010 and agreed to provide 20% equity support for the project. RVUN stated that in July 2011 it made a presentation to the Ministry of Environment and Forests on the Terms of Reference on the Environmental Impact Statement on the project. It also stated that an application has been made to the Ministry of Coal for a coal linkage allocation and is currently being considered by the Central Electricity Authority. RVUN also notes that 2000 million cubic feet of water from the Mahi dam has been allocated for the project by the Water Resources Department of Rajasthan.

RVUN notes that "there is no rail link between Ratlam – Banswara at present. Railway has announced to take up the Ratlam – Dungarpur via Banswara broad gauge line in Railway Budget 2011-12; 50% amounting to approx. Rs. 1200 Crores for the railway line & land acquisition is to be borne by GoR; Rs. 200 crs. given by RVUN in March 2011 as advance and balance shall be given as & when demanded by Railways; MoU with GoR is expected to be executed shortly."

A terms of reference toward conducting an EIA was granted in 2011, and extended in 2014.

As of May 2016 the project has yet to receive environmental clearance, and plans appear to be deferred or abandoned. It is not included on the list of "ongoing projects" on the RVUNL website.

Progress report

On its website (March 2012), the company provided the following progress report:

• GoR accorded “Admn. & Fin.” approval on 24.06.10 with project cost of Rs. 7920 Crs and 20% equity support
• Section 4 Notification for 588.20 Acre in Phefer village of Banswara for this Green Field project issued
• 2000 mcft water from Mahi dam allocated by WRD
• M/s PCRI, BHEL Haridwar appointed as Environmental consultant
• Presentation for TOR has been made on dated 04.07.2011 at MoEF, New Delhi.
• Application for Long Term Linkage submitted to MoC & being examined by CEA
• Tenders for appointment of project consultant opened & are being examined
• There is no rail link between Ratlam – Banswara at present. Railway has announced to take up the Ratlam – Dungarpur via Banswara broad gauge line in Railway Budget 2011-12; 50% amounting to approx.
