Background
The pipeline was first proposed in 2012 and was included in the 2016-2030 Philippine Energy Plan.[1] Feasibility studies were conducted by Japan International Cooperation Agency (JICA) and Rebel Group International B.V., and the project was shelved in 2017 due to right-of-way issues and concerns about insufficient supply for the pipeline.[2]
