Background

Binzhou Changlian LNG Terminal announced that it his signed a contract with Shandong Binzhou Municipal Government to invest in the construction and development of the project. The first phase of the project will be 2 million tons of LNG per year, and the second phase will increase the terminal's capacity to 6 mtpa. [1]

As of March 2019 the project does not appear to have progressed, and appears to be shelved.
