Bracewell & Giuliani is a U.S.-headquartered lobbying and legal firm with offices in Texas, New York, Washington, D.C., Connecticut, Dubai, Kazakhstan and London. Formerly called Bracewell & Patterson, the company announced in March 2005 that former New York City Mayor Rudolph W. Giuliani would join the firm as a name partner and subsequently changed its name.[1]

Bracewell & Patterson represented the Council for Tobacco Research in a number of legal cases involving asbestos. [2]

Bracewell & Giuliani represents power-generating and transmission companies including companies engaged in onshore and offshore oil and gas exploration and production, pipeline companies, refiners and service companies, as well as electricity-generating companies and power marketers.[3]

Former chief of the Environmental Protection Agency's air and radiation office under the Bush administration, Jeffrey R. Holmstead, who now heads Bracewell's "environmental strategies group," helped initiate changes in air quality rules to make it easier to build coal-fired powerplants and other polluting industries near national parks and wilderness areas. The rule changes involved using a different method to calculate pollution levels that would effectively make spikes in pollution legal that were previously illegal under the Clean Air Act. [4]

In September 2008, former Congresswoman Susan Molinari left the public relations firm Ketchum to join Bracewell & Giuliani’s government affairs (lobbying) practice. "The Washington-based Molinari will work in tandem with Jim Chapman, a former Democratic Congressman from Texas," reported O'Dwyer's. [5]

Working for Ameren

On its website, Bracewell & Giuliani lists "Environmental Strategies" as one of its main areas of work. It states that its "Environmental Strategies Group helps senior corporate leaders address major environmental and energy issues such as climate change and air quality, through legislative advocacy, regulatory counseling, corporate governance and litigation."[6]

In 2008 and 2009 Bracewell & Giuliani worked for the major U.S. power utility Ameren on climate change issues. Ameren spent $78,000 on Bracewell & Giuliani in 2008 and another $50,000 in 2009.[7] The registered lobbyists were Scott H. Segal, Jeffrey Holmstead, Edward Krenik, Joshua Zive, and E. Dee Martin.
