Background
In January 2018, Plains All American (PAA) announced that it had sufficient commitments from shippers to begin building the pipeline.[3] In early July 2019, the Cactus II oil pipeline system began operations. Shippers on the Cactus II line include Concho Resources Inc, Anadarko Petroleum Corp, Trafigura, and others.[4]
