Background

The company Golar LNG (owned by Norwegian shipping magnate John Fredriksen) has proposed creating a floating liquefied natural gas (FLNG) terminal off the coast of Kribi, in the Océan Department of Cameroon. The terminal would have a capacity of 1.2 million tons per year (mtpa), or 0.17 billion cubic feet per day (bcfd).

In September 2015, Golar LNG signed an agreement with British/French oil & gas exploration company Perenco, Cameroonian state-owned oil & gas company Société Nationale des Hydrocarbures (SNH), and Russian giant Gazprom. According to the agreement, Perenco and SNH would allocate 500 billion cubic feet of natural gas from their offshore Sanaga Sud and Ebome gas fields. Golar would operate its Hilli LNG vessel (which would be converted to an FLNG terminal), and Gazprom Marketing & Trading Singapore would be responsible for marketing the gas. The FLNG platform was scheduled to start delivering LNG in the second half of 2017.

In January 2017, the news broke that SNH was pulling out of the project. The LNG trading source that broke the story said "“I’m not entirely sure what happens when the state energy company pulls out of an export project." However, in June of 2018, Golar LNG said it had started commercial operations at the FLNG project in Cameroon, $70 million under budget.
