In June 2008 the Business Secretary John Hutton announced that nine bidders in the UK government's competition for a Carbon Capture and Storage had been winnowed down to four -- BP Alternative Energy, E.ON UK, Peel Power and Scottish Power. "Discussions in the next phase of the competition between the Government and the four bidders will cover technical, commercial, contractual and financial issues. The project continues to be on course to be operational by 2014 - making the UK one of the first countries in the world to demonstrate CCS on a commercial-scale," the release optimistically claimed.[1]
At the same time the Department for Business, Enterprise and Regulatory Reform announced the release of Towards carbon capture and storage: a consultation document seeking comment on the proposed European Union Directive on the Geological Storage of Carbon Dioxide and specifically the "principle of 'carbon capture readiness' for combustion plants and the regulation of Carbon Dioxide storage."[2]
