Central Contra Costa Sanitary District (CCCSD) is "a special district responsible for the collection and treatment of wastewater in a 146 square mile area of central Contra Costa County."[1] Its treatment plant, opened in 1948, treats about 45 million gallons of wastewater daily - the waste of approximately 450,000 residents and over 3000 businesses. According to CCCSD's website, "Most of the wastewater is treated to a secondary level, disinfected by ultraviolet light, and then discharged into Suisun Bay. Approximately 600 million gallons per year are treated to a tertiary level through additional filtration and disinfection before being distributed as Recycled Water for landscape irrigation, industrial processes, and plant operations."[2] CCCSD incinerates its sewage sludge and disposes of the resulting ash by spreading it on land as a fertilizer.[3] CCCSD is a principle member of the Bay Area Clean Water Agencies (BACWA).

Involvement in San Francisco Sludge Controversy
In April 2010, CCCSD sent a letter of support to the San Francisco Public Utilities Commission in favor of its sewage sludge compost giveaway program.[4]
