Clean Sites

Clean Sites Inc. was a U.S.-based corporate front group which was described by Mark Megalli and Andy Friedman in their landmark review on the use of front groups in the U.S. as "concerned about the costs to its sponsors of toxic cleanups." [1]
The group now appears to be defunct. The last financial return for the 501(c)(3) registered non-profit group was filed for the year ending June 30, 2000. It revealed that the group had no income in that year. However, in the decade before, Clean Sites had run a significant operation.
Cleaning Up
In its annual return for the year to June 30 1998, it had total revenue of $1.8 million, of which government contributions amounted to $588,288 and direct public support only $2,000. [2]
In its 1998 annual return Clean Sites stated that it provided "technical assistance in organizing hazardous waste clean ups, preparing and obtaining approval of the clean up plan, providing technical reviews to ensure that the hazardous sites are properly remiateded; and ADR assisatance in allocating the cost of clean up among responsible parties, and mediating and facilitating disagreements among government oficials, responsible parties, and the public." [3]
It also listed Clean Sites Environmental Services (CSES), Inc as a 100% owned subsidiary which "facilitates cleanup efforts of commercial sites" and earned $1.8 million in 1998. [4] CSES, which was not a tax-empt organization, operated from the same address as Clean Sites. [5] Other "related organizations" were listed as "The Center for Land Renewal Inc." and "The Phoenix Land Recycling Company", both of which were identified as tax exempt organizations. CSES operated from the same address as Clean Sites. [6]
In its IRS return, Clean Sites also stated that is shared "services of key employees with other related organizations". [7]
Funding
In its 1998 IRS return Clean Sites listed its income for preceding financial years (ending June 30) as totalling:
- 1993: $6.108 million
- 1994: $7.073 million
- 1995: $5.304 million
- 1996: $2.208 million
