David Zelkowitz was Staff Vice President, Director of Issues Management at Philip Morris circa 1987. David Zelkowitz was an attendee at Philip Morris' Operation Downunder Conference held in June 1987 to determine a new strategy for dealing with the environmental tobacco smoke issue. Philip Morris's "Accommodation Program" strategy was borne from this conference.
