Dongguan Taiyangzhou IGCC with CO2 Capture Project (东莞太阳洲IGCC并二氧化碳捕捉技术发电项目) is a proposed 800-megawatt (MW) coal fired power station in Guangdong Province, China.

Background

According to China's BJX News, the Taiyangzhou 4*200MW IGCC Demonstrative Project completed its feasibility study in in January 2008. The plant is sponsored by Guangdong Dongguan Power & Chemical Industry Co. According to BJX, the plant was listed into the National HighTechnology Research and Development Program of China (the "863" Program). If completed, it would be the biggest IGCC power plant in the world, implementing the newest IGCC technology. The projected commissioning is 2015.[1]

In the same month, January 31, 2008, Guangdong Dongguan Power & Chemical Industry Co signed an agreement with China General Nuclear Power Group (CGN) that CGN would invest into the 4*200MW IGCC project and a separate 2*60MW IGCC renovation project, becoming a controlling shareholder of the projects.[2] But there is no further news suggesting CGN' s actual involvement.

Guangdong Dongguan Power & Chemical Industry Co continued promoting the IGCC project, turning the focus onto the Tianming 2*60MW IGCC renovation project - which would convert an existing gas-fired power plant to an IGCC plant - while waiting for approval for the 2*400MW IGCC project from the national energy authorities.[3]

In December 2009 China News reported that the Dongguan Power & Chemical Industry Co had negotiated an agreement with Southern Company to build an 800 megawatt IGCC power plant in Hongmei Taiyangzhou, Dongguan City, Guangdong province, China. The proposed plant would reportedly be based on a design by the US-based Southern Company,[4] although Dongguan Power was pursuing the project before the US company's involvement.

In a company newsletter, South Company stated that the proposed project will "be the site of the first worldwide commercial implementation of the Transport Integrated Gasification (TRIG™) technology" which it states "is compatible with lower rank coals that are abundant in China." Southern stated that the technology was developed by Southern Company, KBR Inc., "and other partners, including the U.S. Department of Energy, at the DOE’s research facility in Wilsonville, Ala., that is managed and operated by Southern Company."[5]

Southern Company states that the TRIG technology "will be added to an existing gas turbine combined cycle plant so it can use clean synthetic gas from coal as its fuel for generating electricity, rather than fuel oil. The 120-megawatt plant, which is expected to begin operation in 2011, will demonstrate an example of advanced U.S. IGCC technology that is being developed in partnership between the DOE and industry. The technology is compatible with carbon capture, and its deployment in China is an important step toward positioning IGCC for future integration with carbon capture technology."[5]

As of September 2010, the project’s feasibility studies were awaiting state approval. Once granted, construction was expected to take around three years, with start up provisionally planned for 2015.[6]

However, the 800 MW project did not receive the necessary approvals, and the approved Tianming 2*60MW IGCC project also halted due to lack of funding. In 2014, the news came to public that the the Tianming IGCC project was expected to be revived because the company introduced a new partner, Hong Kong-based investment company Xinjin Crystal Vision Investment Co. Limited (香港鑫金明远投资有限公司), which was only founded two months before the news release.[7] The IGCC renovation project was set an operation date of June 2015, according to the news.[8]

In November 2014, another Hong Kong based energy company, AUROREAN ENERGY HOLDING LIMITED (美啟能源控股有限公司), was working on buying and restructuring Tianming power company, including the 2*60MW IGCC project and the proposed 2*400MW IGCC project. The company was newly founded in October 2014, one month after the news release.[9][10]

By September 2016, neither the 2*60MW IGCC nor the 2*400MW IGCC project had progressed.[11]

As of November 2019 there has been no progress on the power station, and it appears to be abandoned.

Carbon capture and storage

According to the Global CCS Institute, the project would capture 1-1.2 million tonnes of CO2 per annum (Mtpa), suggesting a capture rate of approximately 30%.
