The Dumka Project was a proposal by Jindal Power to build a 2640-megawatt (MW) coal-fired power station at Dumka, Jharkhand. As of August 2014, it appears that the project has been abandoned, since Jindal has not sought environmental permits and the company no longer includes the project on its list of expansion plans.

Background

The plant, which would comprise two 660 generating units, has an estimated cost of Rs. 7224.00 Cr. (US $ 1.62 billion). The company states that the plant "will be completed in stages in the year of 2014 and the same has been funded on the basis of 70:30 debt:equity."

The company stated in December 2009 that "we are in the process of appointing the consultants for providing engineering consultancy services in relation to our Dumka Project and are also evaluating alternatives for implementing the project on an EPC basis or through multiple packages."

In August 2014 the plant's coal allocation, Amarkonda-Murgadangal captive coal block, was declared illegal by the India Supreme Court. The company has also faced hindrances in land acquisition.

Coal supply

The company stated in its December 2009 prospectus that the Amarkonda-Murgadangal captive coal block "with approximately 205 million tons" had been allocated to Jindal Steel & Power.

The company states that the allocation of the coal block to Jindal Power's parent company occurred on January 17, 2008. In its prospectus it states that "as per the terms of the allocation letter JSPL formed a joint venture, Shrestha Mining and Metals Private Limited (―SMMPL‖) for coal mining in respect of this coal block. We have entered into a 25 year long-term coal supply agreement with SMMPL for the supply of coal for this power project, subject to the approval of the Ministry of Coal."

Water supply

In its 2009 prospectus, Jindal Power states that it intends to source water for the power station from the Dwarka and Brahmani rivers. "The water arrangement involves the building a barrage across the two rivers, construction of pump houses and a raw water reservoir, and installation of raw water pipelines up to the plant. The cost for water arrangement is estimated at Rs. 1,000.00 million," the company stated.
