Edmund S. "Kip" Hawley is Director of the Transportation Security Administration within the Department of Homeland Security. Hawley was nominated by President George W. Bush on May 6, 2005, confirmed by the Senate on July 22, 2005, and sworn in by Deputy Homeland Security Secretary Michael Jackson on July 27, 2005. Hawley replaced Rear Admiral David Stone, who resigned. [1][2]

Prior to his nomination, Hawley was Executive Vice President of Arzoon, Inc., "a supply chain focused software company" in San Mateo, California, which is a subsidiary of SSA Global Technologies Inc.. [3]

From 1995 to 1998, he also served as Chief Executive Officer of Skyway, a leading supply chain services company, whose primary business was delivering solutions to high-tech customers that combined information, technology, and transportation to achieve improved supply chain performance across all modes of transportation. Currently, he sits on the Air Traffic Services Subcommittee of the Federal Aviation Administration." [4]

According to his TSA profile, "[t]his is the second time Hawley has occupied a duty station at TSA. After the terrorist attacks of 9/11, Secretary of Transportation Norman Mineta tapped him to lead 'Go-Teams' of government and private sector experts who tackled the monumental task of building a new federal agency at warp speed. Deadlines were met and TSA was created."

'As Vice President at Union Pacific (UP) Railroad [in Omaha, Nebraska], he was responsible for policy matters as well as Transportation Services, to include a network center and intermodal operations. Hawley subsequently served UP in a reengineering capacity that sought to improve network performance based on customers’ desire for seamless, reliable end-to-end transportation across all modes and to their partners in the supply chain." Hawley also served as Deputy Assistant Secretary and Executive Director of Governmental Affairs for the Department of Transportation, responsible" "for Secretaries Drew Lewis and Elizabeth Dole for planning and direction of strategies for Departmental legislative proposals and budgets."
