Background

Line 14/64 is a 24-inch pipeline with capacity of 318,000 barrels per day, installed in 1998. It predominantly transports light crude oil to Chicago area refineries, including Joliet Refinery, Lemont Refinery and Whiting Refinery.

2012 oil spill

In July 2012 Line 14 leaked 1,200 barrels (50,000 gallons) near Grand Marsh, Wisconsin. The incident followed the Enbridge Line 6 Oil Pipeline bursting in 2010 and sending one million gallons of oil gushing into Michigan's Kalamazoo River. In August 2012 Line 14 was deemed 'hazardous to life, property and the environment.' The U.S. Transportation Department's Pipeline and Hazardous Materials Safety Administration (PHMSA) ordered Enbridge in 2012 to certify through an independent observer that its entire 1,900-mile Lakehead oil delivery system (also known as the Enbridge Mainline) was safe to operate.
