Francisco Da Costa is the Executive Director for the Enviromental Justice Advocacy. He is mentioned in documents obtained under an open records investigation of collusion among the San Francisco Public Utilities Commission and various external individuals and entities in the defense and promotion of promoting sewage sludge as "organic biosolids compost."
