Background

In 2012 High Prairie Pipelines LLC of Saddle Butte Pipeline LLC proposed a 450-mile pipeline to increase crude oil pipeline takeaway capacity in the Williston Basin of North Dakota to a pipeline market hub in Clearbrook, Minnesota.

In 2012 High Prairie Pipelines accused Enbridge of denying its request to directly link its proposed High Prairie Oil Pipeline with Enbridge’s pipeline at Clearbrook, part of a highway of pipelines currently carrying Canadian oil sands crude into the United States. Enbridge said its 1,900-mile system won't have the capacity to accommodate the U.S. crude by the time the proposed pipeline is built. Producers and refiners in the U.S. Midwest are accusing Enbridge of reserving space for oil sands crude that would have been shipped through the proposed Keystone XL Oil Pipeline, which the Obama administration delayed. High Prairie has said its project could be complete by late 2013 but could falter without the Enbridge link.

On May 17, 2012, High Prairie filed a complaint against Enbridge with violations of numerous sections of the Interstate Commerce Act (ICA). The U.S. Federal Energy Regulatory Commission (FERC) dismissed High Prairie’s complaint on the basis that negotiations between the parties were ongoing and therefore High Prairie’s claims were premature, and in 2014 denied a rehearing.

AS of 2017 the project appears abandoned.
