Background

The project has been proposed by AES Patliputra Energy, a subsidiary of AES India.[1] It is proposed that the first 1320MW stage be commissioned in March 2016 with the Bihar State Electricity Board (BSEB) having the right to purchase up to one-quarter of the power supplied to the grid.[2]

BSEB states that it is estimated that Stage 1 of the project will require approximately 8 million tonnes of coal a year. BSEB does not mention if the project has a coal allocation. However, AES states that coal will be sourced from "nearby ECL/CCL mines".[1] While BSEB states that the project will require approximately 1500 acres of land[2], AES states that approximately 1200 acres of land would be required.[1] BSEB also states that the company has been allocated 42 million cubic metres of water from the Ganga River "which is 15-20 KM distant from proposed site."[2]

In August 2010 the project was approved in principle by the Bihar State Investment Promotion Board. In February 2011 the board approved the project being developed by AES India's subsidiary, AES Patliputra Energy.[3] However, a November 2011 AES profile on its current and projected generation assets does not mention the project,[4] and it appears to have been cancelled.
