Biography
Joycelyn S. Elders, M.D. was the Surgeon General of the United States under Clinton starting in 1993.(Dallas MN 1/12/94). "I'm not sure they would have to ban [cigarettes], but I certainly think [the tobacco manufacturers] would have to say cigarettes are addictive, we'd have to tell people that they kill, they would need to know the ingredients so they could make a decision about it," on Face the Nation 3/27/94.(AP 3/27/94) Dr. Elders has numerous publications on the topic of smoking which cover such areas as adolescence and smoking, smoking among minorities, taxing cigarettes, tobacco-free California, and smoking and pregnancy.
