The Kentucky Tobacco Research Board was created in 1970 by House Bill 466 of the 1970 Kentucky state General Assembly. Under the provisions of this bill (which became effective on July 1, 1970), one-sixth of a three-cent cigarette tax was ordered to be credited to the Tobacco Research-Trust Fund for expending in carrying out research. The Act was in Partnership with the University of Kentucky.

While it was nominally creferred to as a "tobacco and health" research entity, all of the KTRB's authorized research projects were directed toward improvements in the tobacco industry itself, and more specifically toward proving or disproving questions of health hazards to tobacco users and toward preserving and strengthening the tobacco industry in Kentucky. Addison Yeaman of Brown & Williamson sat on the board. [1]
