The Vernon K. Krieble Foundation was established in 1984 by the family of Professor Vernon K. Krieble, a scientist and educator. Vernon, together with his son, chemist Dr. Robert Krieble (1916-1997), perfected an anaerobic polymer that seals metal parts to avoid vibration and leakage, and that could be used to prevent loosening of nuts and bolts. Together they founded the Loctite Corporation to market the sealant. The Loctite corporation also developed the first practical "superglue" technology. Robert Krieble was also an original leader of the Heritage Foundation and promoted free market policies. Robert Krieble's daughter, Helen E. Krieble, founded the Vernon K. Kreible Foundation and also serves as its president. She has involved herself on national issues ranging from from strategic missile defense to immigration policy.

The Vernon Krieble foundation advocates pure free market solutions for issues like health care and the environment, and advocates the establishment of strategic missile systems throughout the world to defend the U.S.[1][2]

Ties to the American Legislative Exchange Council and State Policy Network

The Vernon K. Krieble Foundation has granted $28,500 to the American Legislative Exchange Council (ALEC) in 2004, 2005, and 2010.[3]

About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. The Krieble Foundation has also granted $98,805 to the prominent ALEC member the State Policy Network (SPN) from 2001 through 2012,[4] and a total of at least $1,577,768 to SPN and its members and associate members from 2001 to 2012:[5]

The Krieble Foundation also joins with SPN to issue an annual "Unsung Heroes Award."[7] Its awardees have included anti-"big-government" Oregon activist Steve Schopp in 2011,[8] Odessa, TX "Captain Watchdog" Jason Moore in 2012,[9] Rochester, MN anti-union activist Jennifer Parrish in 2013,[10] and anti-professional licensing activist Patti Morrow of Greer, SC in 2014.[11] Awardees receive $25,000 cash prizes.

Ties to DonorsTrust, a Koch Conduit

DonorsTrust is considered a "donor-advised fund," which means that it divides its funds into separate accounts for individual donors, who then recommend disbursements from the accounts to different non-profits. Funds like DonorsTrust are not uncommon in the non-profit sector, but they do cloak the identity of the original donors because the funds are typically distributed in the name of DonorsTrust rather than the original donors.[12] Very little was known about DonorsTrust until late 2012 and early 2013, when the Guardian and others published extensive reports on what Mother Jones called "the dark-money ATM of the conservative movement."[13][14]

Americans for Prosperity, an organization founded and funded by the Koch brothers, received nearly $9.5 million from DonorsTrust and Donors Capital Fund from 2010 to 2012.[15]

DonorsTrust Funding

The Vernon K. Krieble Foundation contributed $25,000 to DonorsTrust and Donors Capital Fund between 2009 and (see links to the foundation's IRS forms 990 below).

A report by the Center for Public Integrity exposes a number of DonorsTrust funders, many of which have ties to the Koch brothers. One of the most prominent funders is the Knowledge and Progress Fund, a Charles Koch-run organization and one of the group's largest known contributors, having donated nearly $9 million from 2005 to 2012. Other contributors known to have donated at least $1 million to DonorsTrust include the Richard and Helen DeVos Foundation, Donald & Paula Smith Family Foundation, Searle Freedom Trust, Lynde and Harry Bradley Foundation, and the John M. Olin Foundation.[16]

Since its inception in 1999, DonorsTrust has been used by conservative foundations and individuals to discretely funnel nearly $400 million to like-minded think tanks and media outlets.[16] According to the organization's tax documents, in 2011, DonorsTrust contributed a total of $86 million to conservative organizations. Many recipients had ties to the State Policy Network (SPN), a wide collection of conservative state-based think tanks and media organizations that focus on shaping public policy and opinion. In 2013, the Center for Media and Democracy released a special report on SPN. Those who received DonorsTrust funding included media outlets such as the Franklin Center and the Lucy Burns Institute, as well as think tanks such as SPN itself, the Heartland Institute, Illinois Policy Institute, Independence Institute, Mackinac Center for Public Policy, South Carolina Policy Council, American Legislative Exchange Council, Manhattan Institute for Policy Research, Oklahoma Council of Public Affairs, and the Cascade Policy Institute.[17]

Lobbying

The Krieble Foundation joined other conservative U.S. lobby groups behind the right-wing Tea Party movement to sponsor an anti-tax event in the UK organized by the UK's controversial Taxpayers' Alliance. Other groups behind the event included the Cato Institute (heavily funded by Charles and David Koch), FreedomWorks, Americans for Prosperity, teh Ronald Reagan Presidential Foundation and the Heritage Foundation.[18]

Immigration Project and Talking Points

The Krieble Foundation, and Helen Krieble in particular, promote a two-tiered immigration policy that the Foundation calls the "Krieble Plan" or the Red Card Solution. The plan differentiates between foreign citizens who wish to work in the U.S. temporarily, and those who seek to move here permanently, and proposes to have private businesses register and track immigrants who come to the U.S. to work temporarily. The Krieble Foundation issues talking points called "the Do's and Don'ts of Talking About Illegal Immigration." It urges advocates of its Red Card plan to avoid using terms like "amnesty," "path to citizenship" and "guest workers" and instead talk about "strengthening our borders," emphasize "background checks" are included in the Red Card plan, and that non-citizens workers will be matched with a particular job they can do while in the U.S. [19]
