Lewis Tambs "was a member of the World Anti-Communist League. He served as ambassador to Costa Rica until 1986. Tambs is(was?) also a member of the Council for Inter-American Security. The Council produced the first so-called "Santa Fe Document" which laid out much of the interventionist policy implemented in Central America during President Reagan's first term in office." [1]
