Location
In the undated satellite photo below, the existing 220 MW station appears on the left, and the two new units appear on the right. The plant is located 90 km away from Patna, the capital of Bihar.
Background
The power station is owned and operated by Kanti Bijlee Utpadan Nigam, a joint venture of Bihar State Electricity Board (BSEB) and the National Thermal Power Corporation. Present equity holding is 64.57% by NTPC & 35.43% by BSEB.[1]
First started in 1985, Kanti Power Plant has an installed capacity of 110×2 MW. The plant came into existence in 1985 with the efforts of then MP of Muzaffarpur, George Fernandes.[2][3][4]
The plant had not been functional since 2003.[5] Units 1 and 2 were planned for modernization to extend the plant's life.[6][7]
In March 2013, the renovation work of unit 1 was completed. It started commercial production on November 1, 2013 by supplying 94 MW, its first generation in 11 years.[8][9]
Unit 2 re-entered operation in May 2017.[10]

Proposed expansion
A 390 megawatt (MW) coal-fired expansion of the project is under construction. The project comprises two 2 x 195MW units. It is proposed that the new units at the existing power station be commissioned by 2014.[11] As of August 2014, the scheduling for Units 3 and 4 had been extended to 2015 and 2016 respectively.[12]
Unit 3 was commissioned in May 2015.[13] Unit 4 was synchronized in March 2016,[14] and was commissioned in January 2017.[15]
Ownership
The power station is owned and operated by Kanti Bijlee Utpadan Nigam, a joint venture of Bihar State Electricity Board (BSEB) and the National Thermal Power Corporation. Present equity holding is 64.57% by NTPC & 35.43% by BSEB.[16]
In May 2018, a Memorandum of Understanding (MoU) was signed between the Government of Bihar and NTPC for NTPC to assume full ownership of the Muzaffarpur power station, the Nabinagar Super Thermal Power Project, and the Barauni Thermal Power Station. Muzaffarpur is considered a "stressed, non-performing asset." The MoU is to improve the performance of Bihar's power sector.[17]
