Background
Panigaglia LNG Terminal is a liquefied natural gas (LNG) regasification terminal in Liguria Region, Italy. It was built in 1971, and is owned by Snam (which was a subsidiary of Eni until 2012). It was the only LNG facility in Italy until 2009. While the plant was unloading large amounts of LNG as recently as 2012, by 2013-15 the plant was hardly operating at all.[1][2]
Opposition
Opposition groups have cited the low utilization rates of Italy's operating LNG terminals to call into question the necessity of such extensive LNG infrastructure in the country. According to Food and Water Europe's 2019 profile on Italy's gas use, "Between January 2012 and March 2019 all Italian LNG terminals were used at only ~31% of their capacity."[3]

Expansion Background
In 2007, Snam was planning to spend about $650 million to more than double the terminal's capacity. That plan has since been cancelled.[4][5]
