Rafael Borres has been the Under Secretary for Management in the Department of Homeland Security since 2010. Before entering DHS he served as Vice President of the URS Corporation. Earlier in his career he served as Regional Administrator for the Mid-Atlantic Region of the U.S. General Services Administration, Deputy Assistant Secretary for Administration in the U.S. Department of Commerce, and Deputy City Manager of Harford, CT.
