The introduction to the report describes Carbon Capture and Storage as "an emerging technology that offers potentially enormous benefi ts for reducing greenhouse gas emissions. It also presents significant technical, financial, legal and other challenges to government, industry and society at large" and that the brief "concentrates on a key institutional barrier: the deficit of regulatory frameworks for capture and storage of CO2."
