Background

The plant was originally conceived as a joint venture between Brazil's Inepar Energia and Italy's Enel Power in 2000, winning approval from the Brazilian regulatory agency ANEEL in 2001.[1] In 2002, the state of Rio de Janeiro declined to issue a permit due to the plant's high proposed levels of nitrogen oxide emissions, and in 2007 the plant's planned inclusion in a national energy auction was scuttled due to similar environmental concerns, effectively shelving the project.[2]
