Background

The pipeline was originally built between Joetsu, Niigata and Shinano, Nagano in 1997 and was extended in three phases: by 93 km to Karuizawa, Nagano in 2000; by 46 km to Tomioka, Gunma in 2007; and by 19 km to Fujioka, Gunma in 2012.[1][2]
