A biographical note states that Groves "is responsible for developing and running the "Freedom Project" at The Heritage Foundation's Margaret Thatcher Center for Freedom."[1]
Groves "joined Heritage in 2007 as the Thatcher Center's Bernard and Barbara Lomas Fellow. From 2003 to 2006, Groves was Senior Counsel to the U.S. Senate Permanent Subcommittee on Investigations, chaired by Sen. Norm Coleman (R-MN). In that position, he played a lead role in the subcommittee's historic investigation into the United Nations "Oil-for-Food" program ... Prior to serving in the Senate, Groves was an associate at Boies, Schiller & Flexner, LLP in Fort Lauderdale, Fla., from 2000 to 2003, where he practiced complex commercial litigation. He also served as a state Assistant Attorney General in Florida from 1995 to 1999. At the Attorney General's office, Groves litigated civil rights cases, constitutional law issues, and a wide range of other matters in both trial and appellate court."[1]
"Groves holds a law degree from Ohio Northern University College of Law, and a bachelor's degree in history from Florida State University," the biographical note states.[1]
