Background
The proposed power station is being promoted by Talwandi Sabo Power Limited, a special project company created by the State of Punjab for the project but which is now a wholly owned subsidiary of the private firm Vendanta Limited.[1]
The original proposal was for a 4 x 500MW power station, which was granted environmental clearance (EC) in 2008.[2] An EC extension was granted in 2013, at which time the power station was to be 3 units of 660MW each.[3] A proposal for a fourth additional 660 MW at the same site had been cancelled.[4]
Unit 1 was inaugurated in December 2013 but did not become fully operational until June 2014. Units 2 and 3 were planned to become operational in 2014-5, once a coal linkage is also secured for these units.[5] Commissioning of the second unit was tried in January 2015, but the attempt failed due to a fire incident. Units 2 and 3 are now planned for operation in May and July 2015, respectively, although the company said it may be later.[6][7] Unit 2 was commissioned on 30 October 2015.[8]
On its website, updated August 8, 2015, Vedanta Limited states that unit 2 is under trial run and unit 3 is planned for synchronization in FY 2015-16.[9]
Unit 2 was commissioned in October 2015 and unit 3 in March 2016.[10]
SEPCO involvement
Engineering and construction for the project is being conducted by the Chinese company Shandong Electric Power Construction Corporation (SEPCO), based in east China's Shandong Province. SEPCO has already worked on projects for Sterlite in Orissa and elsewhere.[11]
MoEF Compliance report
The Ministry of Environment and Forestry approved the project on March 25, 2010. The clearance number is J-13011/24/2008-IA.II. The company posted the 6-month compliance report for the project for the period April 2011 to September 2011 on its website.[12]
