Background

In December 2018 a joint venture between CNOOC and Phoenix Petroleum received a Notice To Proceed (NTP) from the Philippine Department of Energy (DOE) to build a 2.2-mtpa LNG terminal near Batangas. In January 2019 it was reported that the joint venture was deciding between two locations for the project, a site formerly used by Chevron (Caltex) in San Pascual, Batangas, and a former project site of AG&P in Anilao, Batangas.

In June 2019 the NTP expired with CNOOC and Phoenix Petroleum claiming they had filed for an extension, but the DOE stated that no such application had been received.
