Ukraine LNG Terminal, also known as Black Sea LNG and Odessa LNG, is a proposed floating liquified natural gas (LNG) receipt terminal in Odessa Oblast, Ukraine. There have been no development updates since 2017 and the project is presumed to be shelved.

Background

Ukraine LNG Terminal is a proposed floating storage and regasification unit (FSRU) near Yuzhny Port in Odessa Oblast, Ukraine.

The project will be constructed in two phases. Phase one construction includes the FSRU with a capacity of 5 billion cubic meters per year. Phase two construction includes a ground LNG terminal with a capacity of 5 billion cubic meters per year, bringing the facility total to 10 billion cubic meters per year. Three LNG storage tanks with a capacity of 180,000 m³ will also be erected.

The project was launched in 2012, but was then suspended in 2013 due to a lack of sufficient investment. It was resumed in July 2017 after Frontera signed a memorandum of understanding with Ukraine's Naftogaz to begin construction.

The LNG terminal is considered strategically important for Ukraine, which imports a majority of its natural gas from Russia. Russian natural gas imports cost Ukraine $297 per 1,000 cubic meters. Russia refused to consider Ukraine's request to reduce the price to $240, prompting Ukraine to consider development of the LNG terminal.

There have been no development updates since 2017 and the project is presumed to be shelved.
