William J. McDonough
William J. McDonough is listed as vice chairman of the Council on Foreign Relations. He is currently (until sometime in July 2003) president of the Federal Reserve Bank of New York. He is vice chairman and permanent member of the Federal Open Market Commission.
McDonough worked at the Department of State from 1961-67. He serves on the advisory council for the American Ditchley Foundation, the board of the Bank for International Settlements, the board of the Group of 30, the board of the Institute for International Economics, and is a trustee of the Carnegie Corporation of New York.

2003: "The Securities and Exchange Commission unanimously selected William J. McDonough as its nominee to be the new Chairperson of the Public Company Accounting Oversight Board (PCAOB) established by Sarbanes-Oxley Act of 2002.
"McDonough is currently the President of the Federal Reserve Bank of New York. Prior to joining the Federal Reserve, Mr. McDonough had spent 22 years at First Chicago Corp. and its bank, First National Bank of Chicago."[1]
