Background
A biographical note states that "since 1993, Bill Arnold has been the Shell Oil Company Director of External and International Affairs, Shell International Exploration and Production, The Hague. He is also the Vice President, External and Government Relations. His current responsibilities provide strategic guidance, intelligence and advice to Shell Oil and Royal Dutch Shell plc Executive relevant to projects in about 40 countries. Earlier positions included Chief Financial Officer of Pecten International, the international subsidiary of Shell Oil and board membership in numerous overseas subsidiaries."[1]
"Between the years of 1991 and l993 Mr. Arnold was the Senior International Advisor, Coastal Capital Corporation; the Coastal Corporation, Houston, Texas. He reported to Chief Financial Officer (EVP, Board Member) to structure and finance international projects involving exploration and production, pipelines, refineries, crude processing, power projects, pre-export financing for producing countries, and credit extension to crude and product buyers. Mr. Arnold had an active liaison with export credit agencies and multilateral institutions for funding and risk mitigation and prepared country analyses for executive use. Earlier, Mr Arnold was Executive Vice President at First City, Texas of Houston, Texas. His international experience was banking executive of a $20 billion regional bank with responsibility for loans, bankers’ acceptances, and letters of credit totaling $950MM, as well as offices in Singapore, Tokyo, Hong Kong, London and joint venture with Peoples’ Republic of China," it states.[1]
"During the 80's he was the Senior Vice President to The Export Import Bank of the United States, Washington, D.C. As a White House appointee, he reported directly to the President/Chairman. Mr. Arnold was Chairman of Loan Committee, Vice Chairman, Country Risk Committee and was Responsible for operating divisions accounting for 85% of new activity, and recovery of past due loans. As Chairman of the Foreign Credit Insurance Association, he maintained active contact with foreign Ministries of Finance, Central Banks, World Bank, IMF, US Departments of Treasury, State, and Commerce as well as Congressional liaison (Foreign Relations and Banking Committees). In 1982 and 1983 Mr. Arnold was General Manager of COMIND International Banking Corporation, Houston, Texas, a subsidiary of Banco do Commercio e Industria de São Paulo, Brazil. As General Manager, he opened and staffed this new Edge Act Bank responsible for correspondent banking and trade finance in a twenty state area. He designed and implemented a corporate calling program as well as managing tax, regulatory, and administrative matters, the bio note states.[1]
"From September 1975 through February 1982, Mr. Arnold was affiliated with Texas Commerce Bancshares, Inc., Houston, Texas. He was Vice President and Manager, International Banking Division was Director, Texas Commerce International Bank, New York Edge Act Corporation and Vice President and Manager, Latin America Division. He managed the third largest division in the bank in total assets; exceeded budget each year by at least 20%, increased number of customer relationships by 240% in three years. Member bankwide loan committee. He established agency payments arrangement for Petroleos de Venezuela, handling $800MM annual procurement and additionally, managed relationships with National Oil Companies in Mexico, Colombia, Ecuador, Peru, and Argentina. Mr. Arnold was Group Manager, Corporated Services with the Citizens and Southern National Bank, Atlanta, Georgia from June 1972 to August 1975. He trained and evaluated lending officers; was Secretary to Loan Committee and Loan Officer, Andean Region of Latin America. Management Training Program," it states.[1]
