Background
Côte d'Ivoire has been aiming to build a West African pipeline for some 30 years. Construction started between 1999 and 2011, and has since stopped and restarted.[1] Having built the Abidjan-Yamoussoukro Petroleum Products Pipeline, the state-owned Société Nationale d'Opérations Pétrolières de la Côte d'Ivoire (Petroci) has plans to extend the pipeline further — to Bouaké (117 km), in a first stage, and then on to Ferkessédougou (240 km), in a second stage. These proposed legs are projected to cost an additional $250 million.[2][3][4] As of 2019, the first section is built up to Bouaké. But the crossing of the lagoon Ebrié, the most critical site of this section, is not yet realized.[5]
