Background

The plant was originally built and commissioned as an oil-fired plant in 1969, and was converted to run on coal in 2011.[2] In December 2018 workers at the plant staged a walk-out to protest the plant's possible closure in January 2019 when it was projected to run out of operating capital.[3] The government subsequently agreed to contribute 19 million balboas and Grupo Celsia agreed to contribute 20 million balboas toward keeping the plant operating.[4]
