Background on Plant

Himachal EMTA Power received a terms of reference for a 500 MW coal-fired power station at Ballavpur village in 2011.[1]

In 2012 it was reported that construction at the plant had been halted because the company had lost its coal block in Raniganj due to the Coalgate scandal.[2] In December 2012 the deallocation was stayed by the Himachal Pradesh high court.[3]

In January 2015 the project was still reported as suspended. The de-allocation of coal blocks by the Supreme Court in 2014 had stripped EMTA of its mining blocks.[4]
