Background
In May 2013 the CEO of Cenérgica Ricardo Hernández announced the company's intention to build a 150-MW coal-fired plant and bid in an upcoming electricity tender by DelSur.[1] The project would cost an estimated US$450 million and would be built in partnership with Israeli company IC Power.[2] In September 2013 Hernández announced that Cenérgica had decided not to bid and not to build the plant because the bidding rules did not create the "legal certainty" to justify the company's investment.[2]
