Biographical Information

"Dr. Jocelyn Sargent is a program officer for the Food, Health, and Well-being and Policy teams at the W.K. Kellogg Foundation in Battle Creek, Michigan. In this role, Jocelyn is responsible for leadership and vision in program conceptualization, design, planning, management, coordination, communication, evaluation, policy and learning. She maintains accurate and current knowledge about trends, movements, and developing policy to stimulate appropriate programming directions and capitalize on emergency opportunities. She assists in forecasting resource requirements by identifying and examining the opportunities and challenges in coordinating and leveraging human and financial resources for grantmaking and changemaking. Jocelyn also serves on the Racial Equity Team.

"Previously, Jocelyn held the position of evaluation manager with the Foundation. Prior to joining the Foundation, she was program director for the Institute of African American Research, University of North Carolina, where she designed and managed evaluation research activities to examine the role of philanthropy in community-based advocacy. Earlier at the University, she was assistant director for the Sonja Haynes Stone Center for Black Culture and History, helping to manage resource development and research initiatives. Jocelyn also was the deputy director and a senior research associate at the Howard Samuels State Management and Policy Center at City University of New York Graduate Center. As a program development fellow and program director for the Open Society Institute, she developed strategies to allocate resources to marginalized communities to promote democracy and equity in public policy decisions.

"Jocelyn has extensive experience in organizational development and in the research and evaluation of community development programs. For more than two decades, she has volunteered in diverse settings and organizations, including those who support oppressed women, marginal political groups, and educationally disadvantaged youth. She has presented at numerous conferences and professional association meetings. Jocelyn has written several reports and articles, and has also co-authored a working paper series for the Foundation for Child Development. Jocelyn holds a Ph.D. in political science from the University of Michigan in Ann Arbor. She obtained a bachelor’s degree in government from the University of Texas in Austin."[1]
