Background
Monarch was a proposed 24” pipeline to transport 350,000 bpd of light sweet crude from Cushing, Oklahoma, to refineries in Houston, Texas. In 2011 the pipeline was replaced by the proposed Wrangler Oil Pipeline, which was also cancelled in 2011, and replaced by a reversal of the Seaway Oil Pipeline, completed in 2012.[1]
