Walter M. Booker, Ph.D. was a pharmacologist and nicotine researcher with the Howard University Medical School, and a secret consultant to the tobacco industry. He obtained secret Council for Tobacco Research (CTR) research grants under their Special Projects #4 accounts scheme designed to hide the grantee's links to the industry. 1984 Feb 29 The lawyers Jacob Medinger & Finnegan who make the payments and control the Special Project #4 accounts show that Dr Walter Booker received $3,420 in the previous six months from this account. [3]
1986 Mar 31 The Special Project #4 accounts have Booker receiving $570 for Consultation Fees, Expenses (paid through the law office of Shook Hardy & Bacon) [4]

It deals only with the scientists known to the courts at the time it was compiled. Many other academics and professionals were paid via these accounts as revealed at later dates.
The Council of Tobacco Research (CTR) was a tobacco front group designed to promote the idea that science had not proven cigarettes were bad for your health. Those listed below were scientists funded by tobacco to confuse the scientific issues. Grants made via the CTR's Scientific Advisory Board (SAB) may be legitimate (or not), but those made through the secret Special Account #4 were effectively bribes. |
