About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. ALEC Task Forces

ALEC has nine task forces, each with a legislative and corporate chair. Below is a list of each task force, its co-chairs, and its corporate and political members:

Civil Justice Task Force

Commerce, Insurance and Economic Development Task Force

  • Co-Chair: Representative Glenn Vaad (R-Colorado), Public Sector Chair[36]
  • Co-Chair: Emory Wilkerson, Private Sector Chair[37]; State Farm Mutual Automobile Insurance Company is the largest seller of auto insurance in the U.S. It also sells property/casualty, home and life insurance. State Farm is also in the banking business with State Farm Bank offering financial products through State Farm agents, according to its Hoovers profile.[38] It had a net income in 2010 of $1.8 billion, up from $777 million in 2009.[39] Its CEO, Ed Rust, made $10.2 million in the same year.[40] Open Secrets' latest information about State Farm is from 2008. That year, State Farm gave a combined total of $4.1 million in federal and state political contributions.[41]

Education Task Force

  • Co-Chair: Mickey Revenaugh (Co-Founder and Senior Vice President of State Relations, Connections Academy)[54], Private Sector Chair.[55]Connections Academy is a division of Connections Education LLC, a private school based in Baltimore, MD that offers free online public school through contracts with charter schools, school districts, or governmental entities. The contracted schools have a lower graduation rate than traditional public schools.[56] Sylvan Ventures started Connections Academy in 2001. The company started its first schools in 2001, and in 2004, Connections Academy was sold to Apollo Management, L.P.[57] Apollo Management "has some $68 billion of assets under management, spread among its private equity, capital markets, and real estate segments. It specializes in buying distressed businesses and turning them around and has had some of its biggest successes investing during economic downturns," according to its Hoovers profile.[58]

  • Co-Chair: Marianne Eterno (Assistant Vice President, Government Relations, Guarantee Trust Life Insurance), Private Sector Chair.[88] Guarantee Trust Life Insurance is a company based in Glenview, IL, that provides insurance to K-12 schools, community and junior colleges and universities as well as athletic groups, camps, child care, and special events. Guarantee Trust Life Insurance Company is a private company and does not publicize its annual revenue. Its website has the following information: $190 million in invested assets, $177 million in total liabilities, $131 million in total reserve for life policies and contracts, and accident and health policies, and $42 million in net surplus.[89]

International Relations Task Force

  • Co-Chair: David Powers (Vice President, State Government Relations, Reynolds American, Inc.), Private Sector Chair.[103]Reynolds American is a tobacco company based in Winston-Salem, NC, the parent company of R.J. Reynolds Tobacco Company, American Snuff Co.,LLC, Santa Fe Natural Tobacco Company, Inc., and Niconovum AB. It is the third largest tobacco company in the United States[104] and, as part of the 1998 Master Settlement Agreement, paid approximately $1.45 billion to the participating states over five years due to the cancer, deaths and other adverse health consequences of smoking tobacco.[105] In 2010, R.J. Reynolds had Net Sales of $8.6 billion and a Net Income of $1.1 billion.[106] Its former CEO, Susan M. Ivey, made $6.2 million the same year (effective March 1, 2011, Daniel Delen is the CEO).[107] In 2010, Reynolds American gave a total of $430,820 to politicians: $397,800 to Republicans and $33,000 to Democrats.[108]

  • Co-Chair: Bartlett Cleland (Director, IPI Center for Technology Freedom, Institute for Policy Innovation), registered lobbyist for the Technology Association of America, previously a registered lobbyist for the Information Technology Association of America and Americans for Tax Reform, Private Sector Chair.[165][166] The Institute for Policy Innovation is a Texas-based think tank founded by Dick Armey that Politico describes as "known for its economic analysis of pending and proposed changes in tax policy, with its emphasis on free markets, limited government, supply-side economics and dynamic scoring. IPI focuses on issues of taxation, technology, education reform, and government regulation."[167] The Center for Technology Freedom was created when Bartlett Cleland joined IPI.[168] [169] On its website, IPI states that it is funded "wholly by contributions from individuals, businesses and other non-profit foundations."[170] According to its 2009 Form 990, IPI received almost $1 million in donations and foundation grants.<Institute for Policy Innovation Form 990, IRS filing, March 3, 2010</ref>
